Youth and Development Consultancy Institute – Etijah is a non-profit organization specializing in developing, improving, and disseminating development methodologies in youth and community development.
Based in Cairo, Etijah’s primary concern is to create and tailor up-to-date and high-quality development methodologies, research tools, applicable practices of youth development, and training delivery models, to be able to qualify youth by providing them with the skills, know-how, and aptitudes, as well as contribute to building the capacity of governmental and non-governmental youth-serving organizations. Our role is to provide youth with direct access to unconditional participation by providing practical tools and models for developing community-wide initiatives.
Project Background:
Etijah is implementing the Bedayat Livelihoods Programme to support refugees, asylum seekers, and vulnerable host-community members in Greater Cairo to access sustainable livelihood opportunities.
The programme provides integrated support through self-employment, wage employment, vocational training, business-development training, soft-skills development, business grants, employment referrals, coaching, and post-assistance follow-up.
Etijah’s Economic Empowerment Department seeks to contract a qualified service provider to design and deliver a comprehensive Vocational Training Program targeting 50 refugees and Egyptians residing in Greater Cairo.
The program aims to enhance participants’ practical vocational skills, labor market readiness, and ability to access income-generating opportunities through hands-on training, market exposure, coaching, and follow-up support.
The selected service provider will be responsible for:
- Designing and delivering structured vocational training programs in relevant technical fields.
- Providing practical, hands-on training that reflects real market needs and workplace requirements.
- Supporting participants in understanding trade-related tools, materials, pricing, suppliers, service standards, and customer needs.
- Conducting participant assessments, coaching, market validation guidance, and post-training follow-up.
- Supporting participants in identifying realistic employment, apprenticeship, freelancing, or self-employment pathways where applicable.
The final participant selection and mobilization will be conducted by Etijah.
Duties and Responsibilities
- Improve participants’ practical vocational skills in selected technical fields.
- Strengthen participants’ ability to apply technical skills in real work or market settings.
- Enhance participants’ understanding of market conditions, customer expectations, suppliers, pricing, tools, and materials related to their selected trade.
- Integrate basic job readiness and soft skills into the vocational training process, including communication, time management, problem-solving, workplace ethics, and customer interaction.
- Support participants in identifying realistic pathways toward employment, apprenticeships, freelancing, or small income-generating activities.
- Provide Etijah with clear feedback on participant progress, readiness, challenges, and recommended next steps after training completion.
Scope of Work
The selected service provider will be expected to:
1. Training Design and Curriculum Development
- Develop a comprehensive vocational training curriculum and facilitator guide for each agreed training track.
- Tailor training materials to the needs of refugees, asylum seekers, migrants, and Egyptian host communities.
- Ensure all materials are practical, inclusive, gender-sensitive, culturally appropriate, and adapted to different literacy and experience levels.
- Prepare clear session plans, practical exercises, demonstrations, assessment tools, and participant handouts.
- Include basic occupational safety, quality standards, and workplace behavior within each vocational track where relevant.
2. Training Delivery
Deliver vocational training sessions for a total of 50 participants (10 for each Group) across selected tracks, which may include:
- Nursing
The training delivery should cover practical and market-oriented topics such as:
- Technical and practical skills related to each selected vocational track.
- Hands-on practice and simulation of real workplace tasks.
- Occupational health and safety standards and safe use of tools and equipment.
- Quality standards and professional practices relevant to the occupation.
- Customer service and communication skills.
- Pricing, costing, and basic financial management related to the occupation.
- Market needs, customer preferences, and current industry trends.
- Marketing and sales techniques, including digital marketing where relevant.
- Business opportunities, self-employment, and income-generation opportunities within each occupation.
- Job readiness and workplace practices, where applicable.
- Practical assessment to evaluate participants’ technical competencies and readiness for employment or self-employment.
The training schedule, duration, batch structure, and group division will be finalized in coordination with Etijah.
3. Market Validation and Coaching
- Guide participants in completing simple market validation assignments related to their vocational field.
- Support participants in visiting suppliers, checking prices, comparing service providers, identifying customer needs, and understanding the tools and materials required for their trade.
- Review market assignment findings with participants and help them understand whether their selected pathway is realistic and what resources or skills are still needed.
- Provide one-on-one coaching and individual guidance to participants after training completion.
- Support participants in identifying employment, apprenticeship, freelancing, or self-employment opportunities linked to their vocational track.
- Document the outcome of each coaching session and share relevant recommendations with Etijah.
4. Assessments and Monitoring
- Conduct pre- and post-training assessments to measure participants’ technical progress and readiness.
- Monitor attendance, participation, engagement, commitment, and practical skill development.
- Identify participants who may require additional support, show strong potential, or face challenges that may affect completion.
- Collect participant feedback, lessons learned, and trainer observations throughout implementation.
- Maintain complete participant records, attendance sheets, assessment results, and supporting documentation.
5. Post-Training Follow-Up and Pathway Support
- Provide post-training follow-up with participants to track progress, challenges, and continued use of the skills gained.
- Support linkages with employers, workshops, internships, apprenticeships, suppliers, or relevant market actors where possible.
- Provide practical recommendations to Etijah on each participant’s readiness, potential next steps, and support needs.
- Share success stories, challenges, and lessons learned that can inform future program design and beneficiary support.
Expected Deliverables
The selected service provider will be expected to deliver:
- Detailed workplan and implementation timeline.
- Comprehensive vocational training curriculum and training materials for each agreed track.
- Delivery of vocational training sessions targeting 50 participants.
- Attendance sheets and participant records.
- Pre- and post-training assessment reports.
- Support participants in accessing employment opportunities through employer engagement, job matching, and networking with potential employers.
- Individual coaching records and recommendations.
- Periodic progress updates covering implementation progress, attendance, engagement, challenges, and required adjustments.
- Final report summarizing:

Duration of Assignment
The assignment is expected to be implemented over a period of three (16 days) . The exact training schedule, batch structure, and timeline will be finalized in coordination with Etijah based on participant availability, selected vocational tracks, and implementation needs.
Eligibility Criteria
Interested service providers must meet the following criteria:
For Organizations
- Registered legal entity in Egypt.
- Minimum of 5 years of experience in vocational training, livelihoods programming, workforce development, or technical skills training.
- Proven experience working with refugees, migrants, or vulnerable communities.
- Demonstrated experience delivering practical hands-on training in one or more relevant vocational fields.
- Capacity to provide qualified trainers, training materials, equipment, practical exercises, and reporting.
- Experience supporting participants with market exposure, coaching, employment linkages, apprenticeships, or self-employment pathways is an advantage.
- Commitment to safeguarding, inclusion, and gender-sensitive programming.
For Consortiums or Individual Consultants
- Valid tax registration.
- Demonstrated relevant vocational training and facilitation experience.
- Experience delivering technical, practical, or livelihoods-related training programs.
- Experience working with refugees and non-Egyptian communities is preferred.
- Strong facilitation, coaching, assessment, and reporting skills.
- Ability to provide or arrange the tools, equipment, materials, and practical setup required for the proposed training tracks.
Technical Proposal Requirements
The technical proposal must include:
- Organizational or consultant profile.
- Relevant experience and previous similar assignments.
- Proposed vocational training methodology and implementation approach.
- Detailed workplan and timeline.
- Proposed vocational tracks and training curriculum outline.
- Sample modules, session plans, or training materials.
- Description of tools, equipment, materials, and practical training setup required.
- Market validation and coaching approach.
- Monitoring and evaluation approach, including pre- and post-training assessments.
- CVs of trainers/facilitators and evidence of relevant technical experience.
- Plan for participant follow-up and pathway support after training completion.
Financial Proposal Requirements
The financial proposal must include:
- Detailed budget breakdown.
- Cost per participant.
- Trainer and facilitation fees.
- Training material, tool, equipment, and consumable costs.
- Logistical and venue-related costs, where applicable.
- Coaching, market validation, and follow-up costs.
- Any additional operational costs.
All costs must be submitted in EGP and inclusive of all applicable taxes.
Supporting Documents
Applicants must submit:
- Commercial registration or NGO registration.
- Tax card.
- Previous references or completion certificates from similar assignments.
- Profiles or CVs of proposed trainers/facilitators.
- Any relevant accreditation, licenses, or certifications related to the proposed vocational tracks.
