Background
Youth and Development Consultancy Institute – Etijah is a non-profit organization specialized in developing, improving and disseminating development methodologies in the field of youth and community development. Based in Cairo. Etijah primary concern is to create and tailor up-to-date and high-quality development methodologies, research tools, applicable practices of youth development and training delivery models, to be able to qualify youth by providing them with the skills, know-how, and aptitudes, as well as contribute in building the capacity of governmental and non-governmental youth-serving organizations. Our role is to provide youth with direct access to unconditional participation by providing them with practical tools and models for developing community-wide initiatives.
Role Overview
Working within the framework established by Etijah, the Reporting and Documentation Manager ensures the consistency, accuracy, and quality of the organization’s reporting systems, documentation processes, and knowledge management strategies. S/he coordinates and supervises the reporting and documentation team, overseeing the development of high-quality reports, maintaining compliance with donor and institutional requirements, and driving decisions related to information management and knowledge sharing.
The Manager provides methodological support to ensure alignment with Etijah’s reporting standards, tools, and approaches. S/he collaborates closely with program, project, and technical teams to systematize data collection, streamline reporting workflows, and uphold organizational accountability through transparent and timely documentation.
S/he ensures that reporting and documentation practices are integrated across all departments, positioning the team as a central support pillar for the organization’s operational and strategic goals.
S/he fosters an institutional culture that prioritizes precision, accessibility, and rigor in documentation, while promoting cross-departmental collaboration, collective analysis, and adaptive learning to enhance organizational efficiency and impact.
S/he contributes to advancing Etijah’s leadership in knowledge management by engaging with external networks, partnerships, and sectoral working groups to share best practices and align with evolving standards in reporting and documentation.
Duties and Key Responsibilities
Strategic Responsibilities
- Develop and implement Etijah’s strategic frameworks for reporting, documentation, and knowledge management in alignment with organizational goals and donor requirements.
- Collaborate with senior leadership (e.g., Head of Programs, Program Managers) to transition from typical reporting to structured, long-term systems that integrate data-driven insights for program adaptation and institutional learning.
- Design systems to harmonize MEAL and reporting workflows across projects and partners, ensuring consistency in data collection, analysis, utilization, and adaptive decision-making.
- Promote participatory and transparent documentation practices that prioritize stakeholder engagement, gender sensitivity, and accessibility.
- Ensure ethical handling of data, including confidentiality, informed consent, and compliance with Etijah’s safeguarding policies and data protection standards.
- Design and oversee the implementation of a comprehensive MEAL system that supports data-driven decision-making across all programs and aligns with global standards (e.g., OECD-DAC, Core Humanitarian Standard).
- Ensure MEAL integration across the full project cycle—from planning and implementation to final evaluation and learning.
- Lead the development of a learning agenda to systematically capture and apply lessons learned to program and strategy adjustments.
- Management Responsibilities
- Lead and supervise the reporting and documentation team, including recruitment, performance management, and professional development.
- Coordinate with program teams to manage timelines and resources for MEAL activities, ensuring alignment with project deliverables.
- Coordinate with the project management and database software company to ensure the effectiveness and relevance of MEAL systems.
- Chair or participate in project review meetings, budget tracking sessions, and learning events, providing critical analysis to identify risks, gaps, and corrective actions.
- Act as a focal point for the organizational management system with the IT company.
- Supervise MEAL focal points and field-based MEAL staff to ensure the quality and consistency of monitoring and accountability practices across projects.
- Conduct regular field visits to monitor data collection, verify data accuracy, and support the application of MEAL tools in practice.
- Lead internal review meetings focused specifically on MEAL performance, including data quality, indicator tracking, and feedback from accountability mechanisms.
Technical Support
- Stay updated on sectoral trends in reporting standards, donor requirements, and knowledge management tools; integrate innovations into Etijah’s practices.
- Develop standardized templates, tools, and guidelines for reporting, documentation, and data management to ensure consistency and compliance.
- Provide technical guidance to program teams on logical frameworks, indicator tracking, and narrative reporting for proposals, donor reports, and institutional reviews.
- Oversee the design and maintenance of databases/dashboards to track beneficiary reach, outcomes, and impact for internal and external reporting.
- Conduct quality checks on data collection, analysis, and presentation to ensure accuracy, clarity, and alignment with organizational objectives.
- Develop and roll out standardized MEAL tools (e.g., indicator tracking tables, survey tools, checklists) and ensure their contextualization and usability across projects.
- Guide the creation of project-specific monitoring plans including baselines, targets, and data collection methodologies.
- Lead or support the implementation of mid-term reviews, final evaluations, and special studies (e.g., needs assessments, outcome mapping).
- Integrate MEAL platforms and tools (e.g., KoboToolbox, ODK, Power BI) into Etijah’s practices to improve real-time data collection and visualization.
- Provide targeted technical support to ensure that MEAL systems meet both internal standards and donor-specific requirements.
Data & Knowledge Management
- Ensure responsible management of institutional data, including secure storage, ethical use, and compliance with donor and legal requirements.
- Drive the use of documentation and reporting outputs for decision-making, program adjustments, and advocacy efforts.
- Lead knowledge-sharing initiatives to systematize lessons learned, best practices, and case studies for internal learning and external communications.
- Oversee the production of high-quality reports, evaluations, and learning products to inform programming and demonstrate impact to stakeholders.
- Facilitate regular data review and reflection sessions with program teams to promote adaptive learning and course corrections.
- Ensure MEAL data informs not only reporting but strategic planning, fundraising proposals, and advocacy efforts.
- Lead processes to synthesize findings from monitoring, evaluation, and research activities into actionable recommendations.
- Oversee the production and dissemination of evaluation reports and learning briefs to internal and external stakeholders.
Capacity Building & Compliance
- Train staff and partners on Etijah’s reporting standards, documentation protocols, and donor compliance requirements.
- Foster a culture of accountability and precision in documentation, emphasizing transparency, accuracy, and timeliness.
- Ensure all reports adhere to organizational policies, donor agreements, and sectoral regulations (e.g., child safeguarding, gender equity).
- Build the capacity of program teams and partners on MEAL principles, tools, and ethics through formal training and on-the-job coaching.
- Provide orientation and refresher sessions on data collection ethics, confidentiality, and community engagement in MEAL processes.
- Ensure staff are trained in qualitative and quantitative data collection methods and understand how to interpret and use findings for program improvement.
Security & Safeguarding
- Uphold Etijah’s security protocols, data protection policies, and child safeguarding principles in all reporting and documentation activities.
- Mitigate risks related to sensitive information by enforcing strict confidentiality and access controls.
- Ensure that data collection and accountability mechanisms adhere to Etijah’s safeguarding policies, including managing sensitive feedback from beneficiaries in a secure and ethical manner.
Required Experience and Qualifications
Education
- Minimum of Bachelor’s degree in relevant fields such as social sciences (sociology, anthropology), international development, economics, or a related field
- Complementary training in areas such as Core Humanitarian Standards (CHS), data analysis and reporting tools for the development sector, responsible data management, Project Cycle Management, and inclusive documentation practices (gender and diversity integration) will be a huge asset.
Experiences and Competencies

Minimum 7 years of experience in the development sector, including significant work in monitoring, evaluation, reporting, and accountability (MEAL) for programs using both quantitative and qualitative methods.

Proven experience in conducting and managing quantitative/qualitative assessments, surveys, and studies (including sampling design, data analysis, and interpretation).

Demonstrated success in engaging with communities, partners, and vulnerable groups (e.g., refugees and GBV suvivors) to ensure inclusive and ethical program implementation.

Track record of leading and managing consultants, teams, and complex studies.

Proficiency in database development/management, Excel, SPSS, and data visualization tools for analyzing, interpreting, and communicating findings to stakeholders.

Strong understanding of gender and diversity integration in reporting and documentation practices.

Supervisory experience with team-building, mentoring, and fostering a cooperative, collaborative work environment.

Ability to work independently, make sound decisions, and provide strategic support and advice to stakeholders.

Excellent planning, organization, and problem-solving skills, with a results-oriented focus and capacity to address operational challenges pragmatically.

Fluency in English and Arabic (written and verbal), with exceptional report-writing.
