Youth and Development Consultancy Institute – Etijah is a non-profit organization specializing in developing, improving, and disseminating development methodologies in youth and community development.

Based in Cairo, Etijah’s primary concern is to create and tailor up-to-date and high-quality development methodologies, research tools, applicable practices of youth development, and training delivery models, to be able to qualify youth by providing them with the skills, know-how, and aptitudes, as well as contribute to building the capacity of governmental and non-governmental youth-serving organizations. Our role is to provide youth with direct access to unconditional participation by providing practical tools and models for developing community-wide initiatives.

 

Program Background

 

Project Overview: Etijah’s Economic Empowerment Department drives inclusive economic growth across Egypt, focusing on enhancing livelihoods, entrepreneurship, employability skills, and social integration. Etijah is seeking a service provider to deliver Generate your Business (GYB) and Start and Improve Your Business (SIYB) training modules to 600 refugees, aged 18–65, in Greater Cairo. The selected service provider will interview, select, and deliver GYB/SIYB trainings, equipping participants with essential business generation and management competencies.

 

Consultancy Objectives

 

Objectives:

1. Deliver ILO-certified GYB and SIYB modules to 600 beneficiaries (540 refugees + 60 host community members).

2. Strengthen participants’ capacity to generate self-employment opportunities and manage micro-enterprises.

3. Facilitate market linkages, mentorship, and post-training follow-up for sustainable business outcomes.

 

 

Scope of Work:

1. Recruitment & Selection (Interview & Screening):

o Develop transparent criteria and tools for candidate assessment.

o Interview and identify 600 eligible participants (10% host community), and select participants based on the criteria.

2. Training Delivery and business plan development:

o Provide fully certified ILO GYB/SIYB training materials and curricula.

o Deliver trainings to cohorts not exceeding 30 participants per round.

o Ensure sessions cover all GYB/SIYB modules: business ideas generation, business plan drafting, market analysis, financial planning, record-keeping, marketing, and business growth strategies.

o Training duration: 5 days per training round, with practical exercises and case studies.

o Participants have to be able to create a business plan at the end of the training round

o All trainings have to be delivered in Arabic

o Ensure gender-sensitive and disability-friendly environment.

o Issue certificates upon successful completion of each module.

3. Coaching and Progress Assessment:

o Support participants through individual coaching sessions 2-4 weeks after the delivery of the training round

o Develop coaching session tool to support the participants businesses and assess their progress based on their business plans

4. Monitoring & Evaluation:

o Design and implement pre- and post-training assessments to measure knowledge and skill acquisition.

o Develop tracking tools for progress and success stories.

o Submit monthly progress reports and a comprehensive final report.

 

Eligibility Criteria:

 

  • Registered legal entity in Egypt (NGO, training center, private company, etc.).
  • Minimum 1 year experience per trainer in delivering ILO GYB/SIYB.
  • Proven track record with refugee and host community beneficiaries.
  • Capacity to deliver at least 3 parallel training rounds per week, with one trainer per round.
  • Ability to mobilize at least 10 GYB/SIYB trainers.
  • Commitment to safe, inclusive, gender-sensitive training environments.

 

 

Key Deliverables

 

  • Detailed interviewing tool and selection of the 600 participants.
  • Comprehensive training curricula for GYB/SIYB modules.
  • Delivery of training to 600 participants in cohorts of ≤30.
  • Pre- and post-training assessment reports.
  • Delivery of coaching sessions to the training participants.
  • Monthly progress updates and final narrative and financial report.
  • Participant feedback compilation and success stories.
  • Certification of graduates.

 

Proposal Submission Requirements:

 

1. Technical Proposal:

 

  • Organizational profile and relevant experience.
  • Detailed interviewing, training, and M&E plan.
  • Detailed implementation timeline.
  • Training methodology, curricula outlines, and sample materials.
  • Trainer CVs and qualifications (must have experience with GYB/SIYB trainings).
  • Accreditation proof for ILO GYB/SIYB certified trainers.
  • Plan for post-training mentorship and market linkages.
  • References from similar projects.

 

2. Financial Proposal:

 

    • Cost breakdown.
    • Budget covering trainer fees, training materials, certification.
    • All costs must be in EGP, and inclusive of all taxes. Financial proposals excluding taxes will not be accepted.
    • Legal registration (commercial/MoSS).
    • Tax registration certificate.

Submission Deadline for this Call: Thursday, the 8th of May 2025, by 3:00 PM.Applicants are required to submit their financial and technical proposals in two sealed envelopes, one for the financial proposal and one for the technical proposal, before the highlighted deadline at Etijah’s office.

Etijah will be responsible of all logistical arrangements for the interviews and training round, including but not limited to, and shouldn’t be added to the proposals:

  •  Lunch breaks
  •  Transportation Allowances

 

**Participants will be provided with the GYB module based on identification of participants in the ideation stage
