About Etijah

 

Youth and Development Consultancy Institute – Etijah is a non-profit organisation specialising in developing, improving, and disseminating development methodologies in youth and community development.

Based in Cairo, Etijah’s primary concern is to create and tailor up-to-date and high-quality development methodologies, research tools, applicable practices of youth development, and training delivery models, to be able to qualify youth by providing them with the skills, know-how, and aptitudes, as well as contribute to building the capacity of governmental and non-governmental youth-serving organizations. Our role is to provide youth with direct access to unconditional participation by providing practical tools and models for developing community-wide initiatives.

 

 

 

Program Background

 

In response to the escalating humanitarian crisis over the past decade, exacerbated by the Syrian crisis in 2017, Etijah has been committed to establish Safe Spaces for GBV Survivors Funded by UNFPA and implemented in collaboration with the Ministry of Youth and Sports. These spaces offer a comprehensive package of support, including mental health and psychosocial support (MHPSS), legal aid, protection services, and medical care for GBV survivors. Beneficiaries encompass refugees, migrants, asylum seekers, and members of host communities.

 

 

Consultancy Overview

 

Etijah is looking for an experienced consultant to develop and deliver a three-day advanced training in Cairo. This training will be for 30 caseworkers who support refugees, migrants, and survivors of gender-based violence (GBV). Participants will include staff from Etijah’s Safe Spaces in Giza and Damietta, as well as those from the Ministry of Youth and Sports.

This advanced training will build on participants’ previous capacity-building by focusing on key areas crucial for effective support in humanitarian settings. The main goals are to:

  • Deepen understanding of the Case Management Cycle: Equip case workers with advanced tools and techniques to navigate the entire case management cycle, ensuring comprehensive and survivor-centered support.
  • Enhance Advanced Case Management Capacities: Strengthen skills in complex case management, including ethical considerations, documentation, referral pathways, and inter-agency coordination.
  • Integrate Cash-Based Interventions in GBV Case Management: Provide practical guidance on incorporating cash assistance effectively and safely within GBV case management, addressing related sensitivities and best practices.
  • Build the Resilience of Case Workers: Develop strategies and practical tools for managing stress, anxiety, and emotional pressures inherent in frontline work. This includes promoting sustainable self-care practices to support personal well-being and professional performance.

The overall objective is to strengthen caseworkers’ resilience, improve their ability to handle high-risk and emotionally demanding situations, and ultimately enhance the quality of case management services provided to vulnerable populations.

 

 

Objectives and Expected Outcomes of the Training

The training aims to strengthen the capacity of caseworkers supporting refugees, migrants, and GBV survivors by addressing practical challenges and emotional demands experienced in their day-to-day work. By the end of the training, participants will:

  • Build practical skills in managing high-risk or challenging cases, including clients who are non-responsive, verbally aggressive, emotionally manipulative, or from vulnerable or stigmatized groups.
  • Learn strategies to handle service misuse and persistent demands, including how to set healthy boundaries while ensuring ethical and rights-based service provision.
  • Develop structured follow-up mechanisms tailored to different case types.
  • Enhance documentation and reporting skills across different case types, with a clear understanding of monthly reporting requirements.
  • Address the emotional burden of casework, with a focus on secondary traumatic stress, emotional fatigue, and maintaining psychological resilience in frontline roles.
  • Explore the dynamics of emotional empathy, including how to manage emotional reactions after client sessions and protect against emotional exhaustion or burnout.
  • Reflect on internal challenges, such as guilt or self-doubt regarding decisions made during service provision or judgments about client eligibility.
  • Promote ethical and reflective practice, guided by international MHPSS and GBV response frameworks, and adapted to the cultural and operational realities in Egypt.

 

 

Methodology 

 

  • Participatory and Experiential Learning: Use of interactive and adult-learning methodologies to ensure active engagement from all participants.
  • Integration of Real-Life Scenarios: Incorporate case studies, role-plays, and group discussions that reflect actual fieldwork challenges faced by caseworkers.
  • Managing Case Complexity: Include practical tools and simulated exercises to navigate complex and sensitive case management situations.
  • Ethical Reflection and Decision-Making: Encourage critical thinking around ethical dilemmas, professional boundaries, and emotionally charged decision-making.
  • Collaborative Learning and Peer Exchange: Facilitate peer-to-peer learning to leverage collective knowledge and strengthen teamwork skills.
  • Follow-Up Tools and Case Monitoring: Provide tools or frameworks for ongoing case follow-up, especially for cases with evolving or unstable needs.
  • Strengthening Documentation Skills: improve practical documentation techniques without making the sessions overly focused on technical reporting.
  • Emotional Support for Caseworkers: address emotional fatigue, secondary trauma, and empathy overload by introducing, Reflective exercises- mental health self-care tools- emotion regulation techniques
  • Promoting Self-Awareness and Psychological Balance: use individual and group-based activities to build emotional resilience, self-awareness, and personal-professional boundary setting.
  • Provision of Supporting Materials: distribute handouts, reference guides, and post-training resources for continued learning and application.

 

 

Key Deliverables

 

Training Delivery:

The consultant is expected to design and deliver a 3-day advanced training in Cairo for 30 caseworkers affiliated with Etijah and governmental Safe Spaces. Participants work with refugees, migrants, and survivors of violence.

The training should focus on advanced psychosocial support techniques, with a particular emphasis on managing stress, anxiety, and emotional strain among caseworkers, while promoting self-care, resilience, and practical tools for emotionally demanding contexts.

Curriculum Development:

The consultant will develop and submit a structured training package, including session outlines, presentation materials, handouts, and exercises. All materials must be:

  • Culturally relevant and reflective of the lived experiences of both refugee and host communities in Egypt.
  • Reviewed and discussed with the Etijah team in advance and approved prior to delivery.
  • Designed to build upon previous capacity-building programs already completed by participants.

Pre- and Post-Training Assessments:

The consultant will create and implement pre- and post-training assessments that evaluate participants’ progress in skills and knowledge. These tools must be:

  • Aligned with the training objectives and methodology.
  • Reviewed and approved by Etijah in advance.

 

Final Report:

A comprehensive final report must be submitted in English langouge by the consultant upon completion of the training, including:

  • Overview of the training structure and content by each session.
  • Summary of participant feedback and assessment outcomes.
  • Reflections on learning outcomes, knowledge gained, and capacity improvements.
  • Recommendations for follow-up actions and future capacity-building efforts.
  • Documentation of how the training enhanced participants’ ability to manage stress, anxiety, and challenging emotional dynamics in their work.

 

 

Duties and Responsibilities

 

Collaborative Planning:

Conduct a preparatory coordination meeting with Etijah’s program team to:

  • Review participant profiles and specific needs.
  • Align on training objectives and expectations.
  • Finalize the curriculum structure and methodology.

Design and Facilitation:

  • Design and deliver an advanced-level MHPSS training, with a strong focus on:
  • Stress and anxiety management techniques for frontline workers.
  • Emotional regulation, psychological first aid, and basic mental health principles.
  • Self-care practices, peer support, and boundary-setting in humanitarian contexts.
  • Interactive methodologies including role plays, group exercises, guided reflection, and real-life scenario analysis.

Monitoring and Feedback:

  • Conduct pre- and post-assessments to evaluate knowledge acquisition.
  • Collect daily feedback from participants to ensure the training is responsive and adaptive.
  • Ensure evaluation findings are integrated into the final report.

Documentation and Reporting:

  • Submit a detailed final report covering all aspects of the training (methodology, outcomes, feedback, and lessons learned).
  • Highlight challenges, success stories, and participant growth.
  • Safe and Inclusive Training Environment:
  • Uphold strict standards of confidentiality and data privacy.
  • Maintain a non-discriminatory, inclusive, and respectful learning space for all participants, with sensitivity to gender, cultural, and religious backgrounds.

Knowledge Sharing and Reflection:

  • Capture key reflections and insights throughout the training.
  • Provide recommendations for future interventions and continuous support for caseworkers

 

 

Timeline

The consultancy will span 5 working days (3 days training + 2 days for preparation and reporting), and the expected implementation period is between July 2025

 

 

Required Qualifications

The consultant should meet the following criteria:

  • Advanced degree (Master’s or PhD) in psychology, social work, counseling, or a related field
  • at least 5 years of experience in mental health, psychosocial support (MHPSS), protection, or humanitarian response.
  • In-depth understanding of psychosocial issues affecting youth and vulnerable populations, including gender-based violence (GBV).
  • Demonstrated expertise in designing and delivering capacity-building programs for frontline staff such as case workers, social workers, or facilitators.
  • Conducting training and capacity-building sessions for professionals’ workers.
  • Strong facilitation and communication skills; able to adapt content to diverse audiences.
  • Fluency in Arabic, ability to develop the training in English too.
  • Previous work with NGOs, UN agencies, or community-based protection programs is highly desirable

 

 

Reporting

The consultant will report directly to Etijah’s Program Manger and Officer. The final training report must be submitted in English.

Invoicing and Payment

Consultants must submit invoices and timesheets according to the agreed timeline.
Payments will be made within 30–40 working days after completion of services and approval of the final report and invoice.
